Otti Makes History: Abia Governor Signs 18 Landmark Bills In A Bold Legislative Leap

As part of the commemorative activities for his two years in office, Governor Alex Otti held an enlarged Executive Council meeting, expanded to include the leadership of the Abia State House of Assembly, where he assented to 18 transformative bills—bringing the total to 30 Executive Bills signed since taking office in 2023.

Describing the new laws as essential instruments for delivering performance-based governance and deepening accountability, Governor Otti said they reflect the aspirations of the people as captured in community development surveys and the 2023 transition committee report.

“These laws encapsulate the vision we articulated to the people—rooted in measurable progress, urban transformation, and sustainable development,” Otti said. “Without legislative support, much of our gains would have cost us more and taken longer. These laws ensure those gains are preserved and scaled.”

Governor Otti praised the Abia State House of Assembly for its unwavering support and alignment with the Executive arm’s mission of building a new Abia. “This session marks another layer of our holistic government philosophy. It ties us together as co-visionaries of a better Abia.”

Speaker of the House, Rt. Hon. Emmanuel Emeruwa, who presented the bills, noted that though some were amendments to existing laws, their potential impact on citizens would be deeply felt.
“They may appear abstract, but the results will be tangible in the daily lives of our people.”

In goodwill messages, Deputy Speaker Rt. Hon. Austin Okezie Meregini, Majority Leader Uchenna Kalu Okoro, and Hon. Godwin Adiele of Ukwa West Constituency hailed Otti’s pragmatic and visionary leadership, pledging continued legislative collaboration.

Attorney-General and Commissioner for Justice, Barr. Ikechukwu Uwanna, emphasized that the Otti administration is building a transparent, policy-driven governance model. He listed among the newly signed laws:

Abia State Senior Citizens Law 2025

Abia State Road Maintenance Agency (Repeal) Law 2025

Abia State Estate Development Agency (Repeal) Law 2025

Abia State Orientation Agency (Amendment) Law 2025,etc

The signing ceremony was witnessed by members of the expanded State Executive Council and the State Assembly, reinforcing the united front of Abia’s legislative and executive branches in driving progressive reforms.
