Governor Otti Reaffirms Commitment To People-Centered Governance At Uzuakoli Post Commissioning Rally
In a rousing address to the people of Bende Local Government Area, Abia State Governor, Dr. Alex C. Otti, OFR, reaffirmed his administration’s commitment to transformational leadership, rooted in transparency, people-first policies, and inclusive development. The address was delivered during a post-project commissioning rally held at Practicing School Uzuakoli on Friday, June 20, 2025.
With the theme “Celebrating Our Shared Reward”, Governor Otti reflected on the progress achieved in the past 24 months, noting that beyond infrastructure and institutional reforms, the restoration of public confidence in governance remains the most significant achievement of his administration.

Highlighting completed projects, the governor cited the successful reconstruction of the 67.6km Umuahia–Uzuakoli–Abiriba–Ohafia Road, now named Joe Irukwu Way, as a landmark development. The road, he noted, will unlock dormant economic assets, improve market access, and significantly raise the GDP of the region over the next year.

He also announced an ambitious push for rural electrification, with an 18-month timeline for achieving energy independence across the Umuahia ring-fenced zone, covering central and northern Abia.
This follows the recent signing of the Abia State Electricity Bill 2025 and the establishment of the Abia State Electricity Regulatory Agency (ASERA), designed to regulate and stimulate private investment in the state’s power sector.
Governor Otti disclosed that his government had sealed a partnership with a multinational telecom provider to deploy fibre optic internet infrastructure across the entire state. This move, he said, will ensure high-speed internet access in every part of Abia, promoting business growth, remote work, and seamless global connectivity.
Looking ahead to the yuletide season, Otti called on hoteliers and hospitality investors to prepare for a tourism boom, revealing that tens of thousands of visitors are projected to visit the state this December.
“We are creating a cultural calendar of festivals to make Abia a must-visit destination this Christmas,” he said, tasking the Commissioner for Arts, Culture and Creative Economy to coordinate efforts with community leaders and LGAs
Governor Otti also issued a strong warning against the vandalisation of public assets, especially by scrap metal dealers. He instructed security agencies to arrest and prosecute offenders and vowed that community leaders would be held accountable for any negligence leading to destruction of public infrastructure.
“Let us take full ownership of government assets in our communities. If we allow criminals to destroy what belongs to us all, we are complicit,” he warned.
The Governor applauded the leadership of Abia Arise, a grassroots mobilisation platform for good governance, led by Hon. Nkem Okoro. He urged citizens to join the movement, emphasizing that it transcends politics and is committed to ensuring continuity of good leadership beyond his tenure.
“Abia Arise is not just for today. It is the future. It is how we ensure that our gains are not reversed,” he added.
While congratulating the leadership of the Abia Arise, Bende LGA Chapter, that was inaugurated, the Governor appreciated Dr. Chimaobi Desmond Anyaso for joining the Abia Arise family in Bende LGA and invited everyone who shares in the new Abia leadership philosophy, to identify with the group and be part of the campaign for good governance in the State.

Speaking on behalf of other new defectors, the member representing Bende North State Constituency, Hon. Nnamdi Ibekwe said that the movement they have made is to send a message to the people that they have aligned with the Governor to redefine politics in the State and declared that victory is sure in.
In an interview, the Senior Special Assistant to the Governor on Legislative Matters and Coordinator of Project Ekwueme in Abia North, Hon. Luke Ukara Onyeani noted that there are 64 Primary Healthcare Centres being retrofitted in the whole of Abia North.
Hon. Onyeani noted that the impact of the PHCs being retrofitted, remodeled and made functional is organic, mind blowing and amazing, adding that, it is the first of its kind in Healthcare delivery in the South East as they have been equipped with necessary facilities and quality healthcare workers.
Also speaking, the Special Adviser to the Governor on Media and Publicity, Mr. Ferdinand Ekeoma, Deputy Chief of Staff, Office of the Deputy Governor, Bar. Chijioke Nwankwo and the State Coordinator, Abia Arise, Mazi Nkem Okoro appreciated the achievements of Governor Otti and assured of the continuous support of the people for the performing Governor.
In his speech, the YPP Deputy Governorship candidate in the 2023 general election and the newest member of the Abia Arise family in Bende LGA, Dr. Chimaobi Desmond Anyaso described the presence of Governor Otti as historic and a reaffirmation of the support of the Bende people to him.
Dr. Anyaso said that the Governor has shown transformational leadership from infrastructural renewal to provision of other facilities and pledged to continue working on the path of good governance as enunciated by the Governor.
The event which attracted many dignitaries featured the formal inauguration of the Executive members of Abia Arise, Bende LGA Chapter while Dr. Chimaobi Desmond Anyaso donated two coaster buses to the Abia Arise family in Bende LGA to facilitate easy movement for the members and promised to fuel and maintain the vehicle from his pocket.
Governor Otti ended his speech with a message of gratitude and renewed hope:
“Thank you for your faith, goodwill and continuing support. The turnaround Abia is witnessing is your reward. And I assure you — the best is yet to come.”
The rally marks the culmination of a 10-day statewide tour during which 23 projects (18 roads and 5 healthcare centers) were commissioned across multiple communities — a tangible testament to the governor’s promise of equitable and inclusive development.

Abia State Celebrates 35 Years With Project Commissioning, Healthcare Expansion, Technology -Driven Services
As Abia State prepares to mark its 35th anniversary, the administration of Governor Alex Otti has unveiled a fresh package of interventions spanning healthcare, housing, infrastructure, human capital development and technology, reaffirming its resolve to mark the milestone with projects that deliver tangible benefits to residents rather than ceremonies alone.
The decisions were announced following the State Executive Council meeting presided over by Governor Otti.This include the deployment of technology to track high-risk pregnancies, the expansion of functional Primary Healthcare Centres, recruitment of additional healthcare professionals, rehabilitation of housing estates and the development of a new pocket housing scheme in Umuahia.

The administration said the 35th anniversary would be used to commission completed projects and flag off new ones across the State, describing the approach as a deliberate departure from the traditional celebration of state anniversaries through ceremonies and awards.
Governor Otti’s administration maintained that the best way to celebrate Abia is by delivering projects that improve the lives of its people.
At the centre of the healthcare interventions is Cytrack, a locally developed digital application being piloted by the Ministry of Health to identify and monitor high-risk pregnancies across the State.
The technology is particularly designed to support teenage pregnancies, women without supervised antenatal care and expectant mothers at risk of delivering without skilled birth attendants.

Cytrack captures essential demographic and pregnancy information, including age and last menstrual period, enabling health officials to determine expected delivery dates, monitor antenatal appointments and maintain contact with pregnant women throughout pregnancy and delivery.
The application also sends reminders to pregnant women, while responsible adults in communities can help ensure that high-risk expectant mothers attend scheduled antenatal appointments.
The technology has already been used by health workers to monitor several teenage pregnancies and facilitate safe deliveries at the Federal Medical Centre, Umuahia, providing a practical demonstration of how digital innovation can be deployed to address real healthcare challenges.
The State Government also announced that Abia has emerged as Nigeria’s number one state in healthcare affordability and among the top three states in healthcare quality, according to the latest Philips Consulting State Performance Index.
Abia was also reported as the only state to achieve top-three positions in 13 of 16 indicators of good governance based on citizens’ perception, reinforcing the administration’s claim of measurable progress across multiple sectors.
At the grassroots level, the first 50 functionalised Primary Healthcare Centres accounted for more than 20 per cent of the over 1.067 million outpatient visits recorded across the State between July 2025 and June 2026.
With three additional PHCs functionalised between July 27 and August 10, the number of functionalised Primary Healthcare Centres in Abia has now risen to 151.
Similarly, enrolment in the Abia State Health Insurance Scheme increased from 233,000 to 237,000 beneficiaries between July 27 and August 7, 2026.
The administration also commended the Abiriba Community Improvement Union, North America Chapter, for pledging to sponsor 1,000 indigent persons under the State Health Insurance Scheme, urging other communities and organisations to emulate the initiative.
The State recorded no outbreak of major public-health diseases during the period under review, including Ebola, Lassa fever, COVID-19, diphtheria, cholera, mpox and yellow fever.
To strengthen the healthcare workforce, the State Civil Service Commission is commencing another round of recruitment of medical professionals.
The exercise follows the employment of 742 medical personnel by the Otti administration so far.
The new recruitment will focus on medical officers, dental officers and consultants, including full-time and part-time consultants, with the application portal scheduled to open on Monday night, August 10.
Beyond healthcare, the State Executive Council has directed the Ministry of Housing to sanitise and rehabilitate the World Bank Housing Estate at Abayi Umuocham, Aba, following concerns over the deteriorating condition of the estate.
The intervention will cover roads and other infrastructure, alongside remedial works aimed at restoring the estate and improving the living environment of residents.
An inspection of the estate revealed various forms of misuse and neglect, including street trading and farming along estate roads.

The government said the rehabilitation would include road improvements and street lighting, while activities contributing to the deterioration of the estate, particularly trading and farming along roads, would no longer be tolerated.
The Ministry of Housing will also collaborate with the Ministry of Works to undertake rainy-season maintenance works at Amaoba Housing Estate, Umuahia, pending the permanent reconstruction of the estate roads.
The State Government has equally provided a new transformer to alleviate electricity challenges confronting residents of the estate.
The proposed Pocket Housing Layout in Umuahia is also progressing, with the State planning to provide different categories of quality residential accommodation.
The scheme will comprise detached five-bedroom houses with boys’ quarters, semi-detached houses, and two- and three-bedroom blocks of flats.
Registration of intending subscribers will commence through an Expression of Interest process, followed by the opening of a dedicated payment portal.
The government said the scheme would operate on a transparent, first-come, first-served basis, with an off-plan payment structure requiring 30 per cent at the commencement of construction, 40 per cent around the midpoint and the remaining 30 per cent upon completion.
Contractors are expected to mobilise to site within the next week, with the government targeting completion within the next few months after flag-off.
The first occupants are expected to take possession of the houses by the end of 2026 or early 2027.

As Abia marks 35 years of state creation, the Otti administration said the anniversary would serve as a platform for commissioning completed projects and flagging off new ones across the State.
Rather than focusing primarily on celebrations, the government said the occasion would demonstrate the transformation taking place across Abia through investments in healthcare, housing, infrastructure, human capital development and technology-driven public services.
The administration said the emerging picture is that of a “New Abia” being built through practical interventions capable of delivering measurable value to the people.
The projects and reforms, it added, reflect Governor Otti’s determination to build a healthier, better-planned, more prosperous and more liveable Abia, while using the State’s 35th anniversary to demonstrate that development is best celebrated through tangible improvements in the lives of citizens.

Governor Otti Flags Off 2026 Zonal Traditional Rulers’ Capacity Building Workshop In Abia Central
The Abia State Government has flagged off the 2026 Zonal Traditional Rulers’ Capacity Building Workshop for Abia Central Senatorial Zone, as part of efforts to strengthen traditional institutions for peace, security and grassroots development.
Governor Dr. Alex Otti, OFR, declared the workshop open on Thursday, July 6, 2026 at the Umuahia North LGA Headquarters. He was represented by the Commissioner for Local Government and Chieftaincy Affairs, Prince Uzor Nwachukwu.
The Governor said the workshop was designed to equip royal fathers with modern tools for conflict resolution, administrative leadership and community development.
“We are not gathering traditional rulers just to have you in one place. Our core objective is to awaken the responsibility consciousness of our traditional rulers and connect the timeless wisdom of our community leadership heritage with the evolving demands of modern governance,” Gov. Otti stated.
He described traditional rulers as _”the first line of defence in community peace, stability and development” and urged them to make effective use of the training.
The workshop, organized by the Ministry of Local Government and Chieftaincy Affairs in collaboration with the 17 Local Government Councils, has the theme: “Strengthening Traditional Institutions for Peace, Security, Inclusive Governance and Sustainable Community Development in Abia State.”
Giving an overview, the Permanent Secretary of the Ministry, Lady Oge Maduka, said the programme seeks to strengthen leadership capacity, reinforce cultural custodianship, and provide a platform for exchange of ideas to address modern challenges at the grassroots.
Speaking for participants, the Traditional Ruler of Ọrọ-Ibere Autonomous Community, Eze Dr. Stanley Ijenwa, commended Governor Otti for the initiative. He described the workshop as timely and urged that it be sustained, assuring that traditional rulers will implement the lessons learnt to enhance peace and security in their domains.
The zonal workshop is the first in the series scheduled for the three senatorial zones in the state and featured paper presentations by resource persons.

Otti Approves ₦384.7m Lifeline for Vulnerable Abians, Expands Women Empowerment, Intensifies Social Protection Drive
Abia State Governor, Dr. Alex Otti, has approved the release of ₦384.7 million to provide life-saving medical interventions and rehousing support for 19 vulnerable residents, as his administration deepens its commitment to social welfare, women empowerment, justice for victims of gender-based violence, and humanitarian interventions across the state.
On this ,the Abia State Government has approved the sum of ₦384.7 million as intervention support for 19 vulnerable beneficiaries under its Social Protection Programme, covering life-saving medical treatments and rehousing assistance for indigent citizens.
Commissioner for Information, Prince Okey Kanu, disclosed this while briefing journalists on the outcome of the State Executive Council meeting presided over by Governor Alex Otti at the Government House, Umuahia.
He revealed that between January and August 2026, the state government had approved and disbursed over ₦1.2 billion in humanitarian and medical assistance to 81 vulnerable beneficiaries, reaffirming the administration’s commitment to protecting the most disadvantaged members of society.
According to Kanu, the Ministry of Poverty Alleviation and Social Protection has continued to implement the state’s Social Protection Framework through the identification, assessment and coordination of urgent medical and humanitarian interventions for vulnerable citizens across Abia.
He explained that the ministry also carries out routine monitoring and follow-up visits to beneficiaries to assess treatment outcomes and ensure prudent utilisation of government intervention funds. The exercise, he noted, led to the recovery and repatriation of ₦20.9 million in unused funds back to the state’s overhead account, underscoring the government’s commitment to transparency and accountability.
The Commissioner further announced that the state would commemorate Widows Day on August 4, with the theme, “Justice, Dignity and Economic Power for Widows,” while the World Elder Abuse Awareness Day would be observed on August 5 under the theme, “Beyond Awareness,” at the JAAC Building in Umuahia.

On efforts to combat gender-based violence, Kanu disclosed that the Nchedo Sexual Assault Referral Centre recorded 11 cases of gender-based and sexual violence between July and August this year. He stated that all survivors received comprehensive medical, psychosocial, legal and referral services, while six suspected perpetrators were arrested and four have already been prosecuted, reflecting the state’s resolve to strengthen access to justice for victims.
In another development, the Abia State Government has announced plans to play an active role in the burial of late Dr. (Mrs.) Uzoamaka Nwaubani, the medical doctor who lost her life during the ANPA Medical Outreach in April this year.
Describing the deceased as a patriotic daughter of Abia whose death was a painful loss to the state, Kanu said the government had constituted a burial committee to collaborate with her family in giving her a befitting farewell in recognition of her selfless service to humanity.

He disclosed that a Service of Songs would hold on Wednesday, August 5, 2026, at Nkata Primary School, Umumukwu Nkata Ibeku, while the Funeral Service is scheduled for Friday, August 7, 2026, at the International Conference Centre (ICC), Umuahia.
The Commissioner also announced that Abia State is expanding the Nigeria for Women Programme (NFWP) Scale-Up Project, a World Bank-supported initiative aimed at improving women’s livelihoods and economic empowerment.
He explained that Governor Otti had approved the payment of the state’s ₦450 million counterpart fund, enabling Abia to participate fully in the programme’s expansion.

Kanu said the scale-up would now cover six local government areas—Isiala Ngwa South, Ugwunagbo, Arochukwu, Ikwuano, Bende and Ukwa West—an increase from the initial three participating councils of Ohafia, Isiala Ngwa North and Obingwa.
He added that the expansion would double the number of women’s affinity groups in the state from 3,000 to 6,000, in line with World Bank requirements, thereby providing greater access to financial inclusion, entrepreneurship opportunities and sustainable livelihoods for thousands of women across Abia.

The approvals and initiatives, according to the Commissioner, reflect Governor Alex Otti’s unwavering commitment to inclusive governance, social protection, women’s empowerment and improved welfare for vulnerable residents of the state.
