Abia State Government Set To Lead PETAN To NNPC /NUPLC To Quicken Re-entering Abia Capped Oil Wells For Production

  • Abia State Governor, Dr. Alex Otti is set to lead a team from ABTAN Energy Ltd to meet with NNPC and NUPLC authorities to fast-track the re-entry into Abia’s capped oil wells, which have been dormant since 2001.

Governor Otti spoke when he met with the leadership of the Petroleum Technology Association of Nigeria (PETAN), led by Chairman Engr. Wole Ogunsanya who came to brief him on the progress of the SPV between them and the Abia State government and also made a presentation on the profitability and what they hope to achieve through ABTAN Energy in a few years.

ABTAN Energy Ltd aims to produce 20,000 barrels of oil per day initially, with an estimated 100 million barrels of oil in the capped wells. Governor Otti expressed optimism about the project’s profitability, citing the current oil price of $75 per barrel.

“I’m very glad that you have gone to this level in less than one year after we met. Your presentation was very good, very well understood, and not unduly aggressive. 75 dollars per barrel is where we are now; before now, it was 100 dollars and slightly above. In spite of whatever happens between Russia and Ukraine, I don’t think that we will go below 55 dollars. Anyhow you look at it, it is still very profitable.

“The advantage we bring is that, this is an industry we understand very well, and I have given all the support to the Honourable Commissioner to just go ahead and drive the process to a conclusion,” Governor Otti asserted.

Speaking further, the governor said, “On my own, I have also mentioned to the authorities that this is the direction we are going, and they were very happy. So, the courtesy visit you are talking about, I think it should happen as quickly as possible. It will be nice for us not to just stop at NUPLC but also to see the Group Managing Director of NNPC. Let’s hit it from the top, even though he’s aware that we are doing something like this.

“I’m aware that some of our wells were capped in 2001, and when you want to re-enter and do a walkover, you still need a lot of time. So, the earlier we start, the better. I want to assure you that we are committed to it. I think that we really need to move quickly because time waits for nobody.” Gov. Otti noted.

The governor directed the commissioner for Petroleum and Mineral Resources to quickly work out the details of the visit to NNPC, NUPLC, and other relevant authorities. He thanked PETAN for their commitment and dedication to the project, urging them to swiftly assemble the necessary finances.

Earlier in his presentation, the Chairman of PETAN, Engr. Wole Ogunsanya presented to the Governor the Certificate of Incorporation of ABTAN ENERGY LTD and described Abia Oil as sweet oil according to the API standard and very easy to refine. He requested the governor to join them on a courtesy visit to NUPLC to fast-track and finalise the processes involved in re-entering and walking over the capped wells in the state. He further assured the Governor of his team’s readiness to achieve the investment drive in Abia as the first of its kinds in the entire federation with a projected revenue of over USD1 Billion in the 1st five years of operations. He commended Governor Otti for his infrastructural strides across the state and the unlocking of business opportunities in Abia State.

In his vote of thanks, the Abia State Commissioner for Petroleum, Prof. Joel Ogbonna thanked Governor Otti for his support. He noted that several investors are already interested in investing in the State’s Petroleum and Mineral Resources Sector.

The Publicity Secretary of PETAN, Engr. Dr Innocent Akuvue also expressed gratitude to Governor Otti for his dedication to the joint venture project. He praised the governor’s commitment to transparency and accountability, which has motivated PETAN to drive the project forward. He noted that the overbearing personal interests of public officeholders in some States they have visited in the past killed the projects they proposed, but in Abia State, the reverse is the case, as everything is done purely in the interest of the people of the State. He assured that PETAN is ready to drive the process, and another exciting part is that the technocrats on the side of the government are very knowledgeable, which makes their work much easier.

The governor was joined by several commissioners and other senior government appointees during the presentation and discussions.

The announcement was made in a statement issued by the Commissioner for Information, Prince Okey Kanu, who disclosed that Governor Alex Chioma Otti, OFR, has approved the prohibition as part of the administration’s broader efforts to create safer and more organized urban centres across the state.

According to the government, the ban took effect from, today, Monday, June 22, 2026, and all commercial motorcycle operators are required to immediately cease operations within the designated metropolitan areas.

The government explained that the policy is designed to address growing security concerns, reduce criminal activities often associated with the use of motorcycles in urban centres, improve traffic flow, and promote a more efficient and regulated transportation system.

To ensure full compliance, security agencies and relevant enforcement authorities have been directed to strictly enforce the directive. The government warned that any individual or operator found violating the ban would be arrested, while the motorcycle involved would be confiscated in accordance with the law.

“The Government calls on residents, transport operators, community leaders, and members of the public to cooperate fully with the authorities in the implementation of this directive, which is aimed at advancing the collective safety and development of the State,” the statement noted.

The administration further urged all affected operators and stakeholders to take immediate note of the directive and comply accordingly to avoid sanctions.

NUJ Abia Raises Alarm Over Rising Insecurity, Criminal Keke Operators, Demands Urgent Government Action

The Nigeria Union of Journalists (NUJ), Abia State Council, has raised serious concerns over worsening insecurity in communities and the growing infiltration of criminal elements disguising themselves as tricycle operators, calling for immediate and decisive intervention to safeguard lives and property across the state.
The concerns formed part of a communiqué issued at the end of the Union’s Monthly Congress held on Wednesday, June 10, 2026, at the NUJ Press Centre, Plot 66 Aba Road, Umuahia, presided over by the Chairman of the Council, Comrade Chidi Asonye.

In a strongly worded resolution, Congress condemned the alarming activities of suspected criminals operating under the guise of commercial tricycle (“Keke”) riders, describing the development as a dangerous trend threatening public safety, especially for passengers who commute at night.
The Union noted with deep concern that the unchecked activities of these criminal elements have continued to endanger innocent residents and undermine the security architecture of Abia State.
To tackle the growing menace, the Congress called on the Abia State Ministry of Transport to urgently partner with Keke and Okada unions to regulate, identify and profile operators across the state, insisting that proper documentation and monitoring of members would help flush out criminal infiltrators hiding within the transport system.
On the broader issue of insecurity across Nigeria, the journalists stressed the need for grassroots vigilance, urging traditional rulers, Presidents-General and town union leaders of autonomous communities to take proactive measures in safeguarding their domains.

Congress specifically called on community leaders to intensify local surveillance mechanisms and regularly monitor forests, farmlands and vulnerable areas to guarantee the safety of farmers and rural dwellers increasingly exposed to criminal attacks.
The NUJ also appealed to the Abia State Government to go beyond conventional security responses by organizing periodic security summits for traditional rulers and key community stakeholders, aimed at strengthening local intelligence gathering, sensitization and coordinated community-based security efforts.
Furthermore, Congress advocated the recruitment of forest guards to patrol forests and remote communities across the state, with a mandate to identify and flush out criminal hideouts while restoring confidence among residents.
The communiqué, signed by the Communiqué Drafting Committee Chairman, Imeremba Michael Imeremba; Secretary, Ifeanyi Ogbonna; and member, Christy Emezue, alongside the NUJ Abia Council Secretary, Comrade Iyke Onuegbu, mnipr, and Chairman, Comrade Chidi Asonye, emphasized the urgent need for collective action to preserve peace and security in Abia State.
The Union maintained that ensuring security must remain a shared responsibility among government, traditional institutions and citizens, warning that failure to act swiftly could further expose communities to criminal threats.
