Otti Seals Deal For 250-Room Five-Star Hotel As Umuahia Transformation Begins In Earnest

Abia State Governor, Dr. Alex Otti, has signed an agreement with a development partner to construct a 200 to 250-room five-star hotel in Umuahia, signaling a major step in his administration’s broader urban transformation agenda.

Abia State Governor, His Excellency, Dr. Alex Otti, OFR, has disclosed that the ongoing transformation of Umuahia is still at its early stages, as his administration intensifies efforts to deliver a comprehensive facelift of the state capital.

The Governor made this known during a grand civic reception held in his honour by the people of Ikwuano/Umuahia Federal Constituency at the Umuahia Township Stadium.

Governor Otti revealed that his government has already outlined a clear vision for the city’s development, emphasizing that Umuahia’s transformation will reflect its unique identity rather than replicate other global cities.

He announced that an agreement has been concluded for the establishment of a five-star hotel with a capacity of 200 to 250 rooms, with the proposed site already identified behind the stadium. He added that the identity of the development partner would be unveiled during the groundbreaking ceremony in the coming weeks.

According to him, the hotel project is strategic to positioning Umuahia as a hub for conferences, retreats, and large-scale events, noting that the presence of such infrastructure is critical to urban growth.

The Governor also disclosed that the state government has secured land for the construction of a modern stadium in Umuahia, assuring that due diligence is being undertaken to ensure successful project execution.

Umuahia is at infant stages. Just starting, we have clearly set out in our mind what we want Umuahia to look like, and we are not comparing ourselves with anybody.

“So, when you say you want this place to look like Dubai, no, we don’t want it to look like Dubai. We want it to look like Umuahia.

“An example is that a few days ago, I got the draft agreement which I shall sign this weekend to bring in a Five-Star Hotel, just like we are doing in Aba. We are going to do a 200 to 250 room Five-Star Hotel in Umuahia.

“And the site has already been identified behind me here (behind the stadium). So, at the appropriate time, in a few weeks when we will do the groundbreaking, we will announce the name of the partner. It’s a name that you know and a name you’ll be very proud of,”

The Governor noted that the whole idea is that , “if you are coming to Umuahia and you want to hold a convention, you want to hold a retreat, you will have a place that can take 250 people.

“That is how a town grows. No matter how much you think you have grown, if you don’t have a good Five-Star Hotel, you’ve not started the growth,” Gov. Otti stated.

The Governor noted that the State government has acquired the land for building a befitting stadium in Umuahia, informing his audience that discussions are ongoing to have the project achieved.

“One thing you can be sure about us is that, whenever we start a project, it must be finished. So, if we are not sure that it will be finished, we won’t start.

“So, we are at that point where we are dotting all the i’s and crossing the t’s to be sure that we’ll complete the Umuahia stadium.

“The Amachara Specialist Hospital, you already have seen what’s going on. And I’ve given them a target.

“Later, by the end of this year, I want everything to be commissioned. Let me not go one after the other. I just want to reassure you that this government will remain focused.

“And like I had told some people, I don’t need anybody to be afraid because this place belongs to all of us. Just like Honourable Acho Obioma said earlier, when we came in 2023, it was all promises and you believed. So by today, we have things to point at,” Gov. Otti stated.

He reiterated his administration’s commitment to completing all initiated projects, citing ongoing work at the Amachara Specialist Hospital, which he said is targeted for commissioning before the end of the year.

Governor Otti thanked the Chairman of the occasion, the Most Rev. Raphael Opoko for his support to his government, and the leadership of the Labour Party at all levels for their steadfastness.

The State Chief Executive equally saluted the new members of the Labour Party, particularly Hon. Udo Oluchi Ibechi, who he described as his friend for identifying with him in Labour party, and appreciated the people of Ikwuano/Umuahia Federal Constituency for honouring him.

The member representing Ikwuano/Umuahia Federal Constituency, Hon. Obi Aguocha said that Ikwuano/Umuahia gave Governor Otti 40 percent votes in 2023 elections and assured that the people would do more than that in 2027.

He thanked him for all that he has been doing for the State, particularly, his care for Mazi Nnamdi Kanu and being the only Governor that has visited Mazi Nnamdi Kanu, the son of Ikwuano/Umuahia. Speaking on behalf of the members of the State House of Assembly, Umunnato, including Ikwuano, Umuahia North and Umuahia South LGAs, the Deputy Speaker, Rt. Augustine Meregini said that the Governor has always made their job easy.

He identified some projects done in the Federal Constituency and the State at large and assured the Governor of the continuous support of the people .

The Chairman, Reception Organising Committee, Mr. Kingsley Anosike noted that Umuahia is no longer being referred to as a glorified village because of what Governor Otti has done. He said that the people are happy that the Governor has restored the dignity of Ndi Abia

Earlier, the Chairman of the occasion and Archbishop of the Methodist Church Nigeria, Umuahia Arch Diocese, Most Rev. Raphael Opoko, said that the reception is a celebration of purposeful leadership and recognition of impactful government.

He highlighted all that the Governor has achieved in the State in less than three years in office, and noted that his administration has started to redefine governance, stressing that, the Ikwuano/Umuahia people are truly proud to be associated with his government and emphasised that, there is no vacancy in Abia Government House in 2027.

Contributing, the Mayor of Umuahia South Local Government Area, Engr. Chinedum Enwereuzo, who spoke on behalf of his counterparts in Ikwuano and Umuahia North LGAs, said that the constituency had never experienced such unprecedented development before now and assured the Governor of the continued support of the people.

Also, in their goodwill messages, some stakeholders including Chief Uzodinma Okpara, Dr Monday Ubani SAN, Ambassador Thomas Aguiyi-Ironsi, and the Federal Commissioner representing Abia State at the Federal Character Commission, Chief Victor Ikeji, extolled the performance of Governor Otti.

They noted that the Governor has fixed the roads, public buildings and other infrastructures, introduced social security support for the elderly and significantly improved healthcare delivery through the retrofitting and equipping of healthcare facilities across the State, and assured him of 100 percent vote in 2027.

The National Secretary of the Labour Party, Senator Darlington Nwokocha, while welcoming a former federal legislator, Chief Oluchi Ibeji, alongside his supporters and hundreds of other new entrants into the party, assured them of equal opportunity and fair treatment within the Labour Party.

Speaking on behalf of the new entrants into the Labour Party, the former member of the federal house representive, Hon. Udo Oluchi Ibeji told the Governor to count on their unalloyed support.

He said that they would ensure he returns to Government House Umuahia very easily in 2027.

Governor Otti apprecifated the support of stakeholders, including religious leaders, political actors, and the people of the constituency, while reaffirming his government’s resolve to remain focused on delivering tangible development.

Speakers at the event, including the member representing Ikwuano/Umuahia Federal Constituency, Hon. Obi Aguocha, and other stakeholders, commended the Governor’s performance and pledged continued support for his administration.

The event attracted a large turnout of dignitaries and residents, highlighting growing public confidence in the state government’s development agenda.

Abia State Celebrates 35 Years With Project Commissioning, Healthcare Expansion, Technology -Driven  Services

Published

on

As Abia State prepares to mark its 35th anniversary, the administration of Governor Alex Otti has unveiled a fresh package of interventions spanning healthcare, housing, infrastructure, human capital development and technology, reaffirming its resolve to mark the milestone with projects that deliver tangible benefits to residents rather than ceremonies alone.

The decisions were announced following the State Executive Council meeting presided over by Governor Otti. This include the deployment of technology to track high-risk pregnancies, the expansion of functional Primary Healthcare Centres, recruitment of additional healthcare professionals, rehabilitation of housing estates and the development of a new pocket housing scheme in Umuahia.

The administration said the 35th anniversary would be used to commission completed projects and flag off new ones across the State, describing the approach as a deliberate departure from the traditional celebration of state anniversaries through ceremonies and awards.
Governor Otti’s administration maintained that the best way to celebrate Abia is by delivering projects that improve the lives of its people.

At the centre of the healthcare interventions is Cytrack, a locally developed digital application being piloted by the Ministry of Health to identify and monitor high-risk pregnancies across the State.
The technology is particularly designed to support teenage pregnancies, women without supervised antenatal care and expectant mothers at risk of delivering without skilled birth attendants.

j

Cytrack captures essential demographic and pregnancy information, including age and last menstrual period, enabling health officials to determine expected delivery dates, monitor antenatal appointments and maintain contact with pregnant women throughout pregnancy and delivery.
The application also sends reminders to pregnant women, while responsible adults in communities can help ensure that high-risk expectant mothers attend scheduled antenatal appointments.

The technology has already been used by health workers to monitor several teenage pregnancies and facilitate safe deliveries at the Federal Medical Centre, Umuahia, providing a practical demonstration of how digital innovation can be deployed to address real healthcare challenges.

The State Government also announced that Abia has emerged as Nigeria’s number one state in healthcare affordability and among the top three states in healthcare quality, according to the latest Philips Consulting State Performance Index.
Abia was also reported as the only state to achieve top-three positions in 13 of 16 indicators of good governance based on citizens’ perception, reinforcing the administration’s claim of measurable progress across multiple sectors.

At the grassroots level, the first 50 functionalised Primary Healthcare Centres accounted for more than 20 per cent of the over 1.067 million outpatient visits recorded across the State between July 2025 and June 2026.
With three additional PHCs functionalised between July 27 and August 10, the number of functionalised Primary Healthcare Centres in Abia has now risen to 151.

Similarly, enrolment in the Abia State Health Insurance Scheme increased from 233,000 to 237,000 beneficiaries between July 27 and August 7, 2026.
The administration also commended the Abiriba Community Improvement Union, North America Chapter, for pledging to sponsor 1,000 indigent persons under the State Health Insurance Scheme, urging other communities and organisations to emulate the initiative.
The State recorded no outbreak of major public-health diseases during the period under review, including Ebola, Lassa fever, COVID-19, diphtheria, cholera, mpox and yellow fever.

To strengthen the healthcare workforce, the State Civil Service Commission is commencing another round of recruitment of medical professionals.
The exercise follows the employment of 742 medical personnel by the Otti administration so far.
The new recruitment will focus on medical officers, dental officers and consultants, including full-time and part-time consultants, with the application portal scheduled to open on Monday night, August 10.

Beyond healthcare, the State Executive Council has directed the Ministry of Housing to sanitise and rehabilitate the World Bank Housing Estate at Abayi Umuocham, Aba, following concerns over the deteriorating condition of the estate.
The intervention will cover roads and other infrastructure, alongside remedial works aimed at restoring the estate and improving the living environment of residents.
An inspection of the estate revealed various forms of misuse and neglect, including street trading and farming along estate roads.

The government said the rehabilitation would include road improvements and street lighting, while activities contributing to the deterioration of the estate, particularly trading and farming along roads, would no longer be tolerated.

The Ministry of Housing will also collaborate with the Ministry of Works to undertake rainy-season maintenance works at Amaoba Housing Estate, Umuahia, pending the permanent reconstruction of the estate roads.
The State Government has equally provided a new transformer to alleviate electricity challenges confronting residents of the estate.

The proposed Pocket Housing Layout in Umuahia is also progressing, with the State planning to provide different categories of quality residential accommodation.
The scheme will comprise detached five-bedroom houses with boys’ quarters, semi-detached houses, and two- and three-bedroom blocks of flats.
Registration of intending subscribers will commence through an Expression of Interest process, followed by the opening of a dedicated payment portal.

The government said the scheme would operate on a transparent, first-come, first-served basis, with an off-plan payment structure requiring 30 per cent at the commencement of construction, 40 per cent around the midpoint and the remaining 30 per cent upon completion.
Contractors are expected to mobilise to site within the next week, with the government targeting completion within the next few months after flag-off.
The first occupants are expected to take possession of the houses by the end of 2026 or early 2027.

As Abia marks 35 years of state creation, the Otti administration said the anniversary would serve as a platform for commissioning completed projects and flagging off new ones across the State.
Rather than focusing primarily on celebrations, the government said the occasion would demonstrate the transformation taking place across Abia through investments in healthcare, housing, infrastructure, human capital development and technology-driven public services.
The administration said the emerging picture is that of a “New Abia” being built through practical interventions capable of delivering measurable value to the people.
The projects and reforms, it added, reflect Governor Otti’s determination to build a healthier, better-planned, more prosperous and more liveable Abia, while using the State’s 35th anniversary to demonstrate that development is best celebrated through tangible improvements in the lives of citizens.

According to Kanu, the Ministry of Poverty Alleviation and Social Protection has continued to implement the state’s Social Protection Framework through the identification, assessment and coordination of urgent medical and humanitarian interventions for vulnerable citizens across Abia.

The exercise, he noted, led to the recovery and repatriation of ₦20.9 million in unused funds back to the state’s overhead account, underscoring the government’s commitment to transparency and accountability.
The Commissioner further announced that the state would commemorate Widows Day on August 4, with the theme, “Justice, Dignity and Economic Power for Widows,” while the World Elder Abuse Awareness Day would be observed on August 5 under the theme, “Beyond Awareness,” at the JAAC Building in Umuahia.

Kanu said the scale-up would now cover six local government areas—Isiala Ngwa South, Ugwunagbo, Arochukwu, Ikwuano, Bende and Ukwa West—an increase from the initial three participating councils of Ohafia, Isiala Ngwa North and Obingwa.
He added that the expansion would double the number of women’s affinity groups in the state from 3,000 to 6,000, in line with World Bank requirements, thereby providing greater access to financial inclusion, entrepreneurship opportunities and sustainable livelihoods for thousands of women across Abia.
