Governor Otti Welcomes Capital City Development Ltd To Abia To Invest In Real Estate

Abia State Governor, His Excellency Dr. Alex Otti, OFR, has affirmed that now is the most opportune time to invest in the state’s burgeoning real estate sector.
The Governor made this assertion during a high-level business meeting with the management team of Capital City Development Ltd, a leading real estate firm in Port Harcourt.
Welcoming the team led by the company’s MD/CEO, Arc. Uche Arunsi Kalu, Governor Otti emphasized that his administration’s focus over the past 23 months has been to create an enabling environment for private sector-driven development. He explained that essential infrastructure, such as roads, clean environments, good schools, hospitals, and security, are being prioritized to support sustainable growth and attract investments.
“In real estate, once you get the location right, everything else falls into place,” Governor Otti said. “Location is not just a spot—it includes infrastructure, access, and an environment defined by human presence and affordability.”
The Governor revealed ongoing government-led real estate projects, including the Valley View Estate in Umuahia and a new estate modeled after Rwanda’s International Village. He added that with many former residents returning to Abia and more newcomers seeking opportunities, there is an urgent need for quality housing solutions.
Offering flexible partnership options, Governor Otti assured the Capital City Development team of the State’s readiness to allocate land or provide Certificates of Occupancy to ease their entry into the market.
He also encouraged a structured payment system to make home ownership accessible to civil servants and low-income earners.
MD/CEO Arc. Uche Arunsi Kalu, an Abia indigene, praised Governor Otti’s transformational leadership, recalling previous challenges that had discouraged investment in the state. “Before your election, I visited Aba and was heartbroken by the state of infrastructure. Today, I am grateful and impressed with the turnaround,” he said.
Mrs. Nkwai Z. Kalu, Director of the company, joined in expressing gratitude to Governor Otti and the First Lady, Mrs. Priscilla Otti, for their dedication to development and humanitarian work.
In support of the First Lady’s empowerment initiatives, she donated 100 high-quality Ankara wrappers.
The First Lady, in response, thanked the delegation and offered prayers for continued success and prosperity for the company.
